Group Financial Crime Compliance - Reporting Specialist (12067)
Description
The Compliance Officer (Financial Crime Reporting) is responsible for overseeing the development, implementation, and ongoing management of the organization's financial crime compliance reporting framework, ensuring compliance with all reporting obligations as stipulated under the FIC Act and other applicable regulations. This includes accurate and timely submission of Suspicious activity and transaction reports, terrorist financing reports, terrorist property reports, international funds transfer reports, cash threshold reports, and other periodic financial crime returns. The role also involves managing responses to requests for information (RFI's) from regulatory and law enforcement, as well as addressing enforcement actions
Regulatory Reporting
- Ensure full compliance with reporting obligations under the FIC Act, including:
- Suspicious Activity and Transaction Reporting (SARs/STRs)
- Terrorist Financing and Property Reporting (TFRs/TPRs)
- Cash Threshold Reporting (CTRs)
- International Funds Transfer Reporting (IFTRs)
- Monthly and Annual Financial Crime Returns to the Financial Intelligence Centre (FIC)
- Act as the primary contact for financial crime reporting to regulatory authorities
- Oversee timely and accurate submission of reports to the FIC and other regulators in compliance with legal and regulatory obligations
- Maintain a comprehensive and up-to-date understanding of all regulatory reporting requirements under the FIC Act and related frameworks
- Monitor emerging regulatory changes and ensure the organisation remains compliant with evolving requirements
Requests for Information and Enforcement Actions
- Oversee timely and accurate responses to RFIs from the FIC, South African Reserve Bank (SARB), Prudential Authority (PA), and law enforcement agencies
- Support the Head of Prevention and Detection in responding to regulatory reviews, audits, and investigations
Policy & Framework Development
- Develop, maintain, and enhance policies, procedures and systems to support effective financial crime reporting
- Ensure alignment of reporting frameworks with internal risk management practices and regulatory requirements
Data Management and Analytics
- Drive continuous improvement in data capture and reporting processes to ensure efficient, accurate reporting
- Ensure timely and accurate collection, validation, and analysis of data for financial crime reporting
- Ensure reporting systems and tools are fit for purpose, accurate, and efficient
- Drive enhancements in data quality and reporting automation
Collaboration & Stakeholder Engagement
- Work closely with internal stakeholders such as Operations, IT, Legal, Data & Analytics and Audit to ensure a robust compliance reporting process
- Liaise with regulators and law enforcement and other external parties on financial crime reporting-related inquiries and inspections
- Provide training and mentoring to the financial crime reporting team to ensure the highest compliance standards
Monitoring & Oversight
- Ensure the quality and accuracy of financial crime reporting through regular reviews
- Oversee system and tool implementation and upgrades to streamline reporting and mitigate risks of errors
- Act as a key advisor to the MLCO/Head of Prevention and Detection on reporting trends, gaps, and improvement areas
Experience, skills and capability
- Bachelor's degree in Law, Finance, Business Administration, or a related field
- Professional certifications such as CAMS, ICA Diploma in Financial Crime Compliance, or equivalent
- Minimum of 7–10 years' experience in financial crime compliance, with at least 3–5 years in a senior reporting role
- Proven experience in regulatory reporting under the FIC Act and engagement with regulators in South Africa
- In-depth understanding of AML/CTF, sanctions, and financial crime reporting obligations
- Strong analytical and data interpretation skills
- Excellent communication and presentation skills, with the ability to interact with senior stakeholders and regulators
- Proficiency in financial crime monitoring and reporting tools and technology
